While I hasn't compared it to the Nokia, it is clearly better than the best Android has to offer, the HTC One X and the S3.
The HTC One X is actually quite bad at taking photos. This is the best comparison of the HTC One X camera vs the iPhone 4S camera. It simply shows you the results and lets you form your own conclusions:

The dynamic range is very bad, with highlights consistently blown out, where the iPhone 4S shows additional detail in those areas. The Samsung Galaxy S3 actually looks worse than the HTC X in this area:

You can't even change the settings though. No serious photographer will use a camera that won't let you change the ISO, etc.
Galaxy S3 won't let you change everything, but you can change "exposure" as a whole or ISO (but not shutter speed and aperture). You can change white balance, focus mode, shooting mode (HDR etc.)
It has some gimmicky features that actually work quite well, such as automatically taking a picture when the subject smiles. And you can take pictures using your voice. This is really useful when you're trying to take a macro shot, so you can firmly steady the camera with both hands and say "shoot" or "cheese"
Note: I'm talking about the default software, not any third party offerings as they can probably change those options (right?)
