No iOS device does.
iPads have a pseudo file manager. iPhones don't.
What file manager do iPads have that iPhones don’t? I have both devices and they both have the “files” app, which is basically just a hub for iCloud Drive and other cloud storage.
That's about it. A Pseudo-manager. iPhones tend to be more tedious and I wouldn't count it.
As far as I can tell it works exactly the same on an iPhone as it does on an iPad.
Not quite. It's much more involved on an iPhone vs the easiness on the iPad (even a Mini).
I have. I use my SE or 7 for work and using the file manager on the iPhone is convenient but not easy. On an iPad it is quite easy and very convenient.If you say so. Guess I haven’t used it enough to notice.

Google's solution via Docs, Sheets and Slides is quite awesome. Apple should take notes.
