What do you mean by sleep mode? The airplane mode?
In airplane mode your phone is not connected to wi-fi and cellular networks, but is still functional so is perfectly normal to count airplane mode as usage.

He means when the screen is shut off, but the device is still on.
 
Anything less than 20 mins or so over an 8 hour period of standby is completely normal depending on your settings. Believe me I've been checking this since my iPhone 4 days. Once a week or so I take a screenshot before bed of the usage then one of first wake of the phone and usually it's between 4-10 minutes if I have all other apps closed except the settings. If I have all apps open that I've been recently using the usage number is always a bit higher. Have a great day!
 
I charge my phone before bed and then disconnect the charger. Whilst in Airplane mode for 7-8 hours my 6+ will display that it has lost no battery power (ie the meter still shows 100%) but the drop to 90% will be approx 15-20 mins faster than it would be if I started using the phone directly from the charger. So the phone has consumed some power even in Airplane mode. I should therefore imagine that it would consume more if sat there with WiFi and cellular switched on.
