2G > Edge > 3G > [4G]HSPA+ > [4G]LTE

HSPA+ is what T-Mobile is using right now correct? Which they are touting as the fastest 4G network in their commercials

No, iPhone 4 does not have HSPA+.
Btw, AT&T currently advertises their 4G as HSPA+. In the future though, 4G will be operated on LTE.
You wont really notice a difference between HSPA+ and 3G, at least in my experience
