They can do all this on iCloud or azure or google cloud or Amazon cloud and the governments can ask them to do all this on any cloud as well.

I asked simply what non cloud information can they scan .

you simply answered how expansive scanning of available data can become. Same data is already on the cloud.

the issue is device scanning right? So tell me what non cloud data on device is available for Apple to scan that is not on the cloud

Sorry - I indeed failed to answer your question, and I apologise.

The answer is for the first move Apple can scan only photos downloaded to iCloud. For 2 moves ahead, Apple, or an authoritarian regime copying Apple's system, could scan any file, including ones that have not been downloaded, and claim that the surveillance 'ensures privacy' because it was done locally on the phone without human intervention or awareness. The word insidious comes to mind.

Apple does not have access to e2e encrypted data . It does have access to the cloud data. How is the scan on cloud different than on the device if the only available data is the same as the cloud and not more

You're looking at what Apple proposes to do, not what they could do (or others that copy their system could do). Namely, they could scan files that exist only on your mobile device. The change to the code would be trivial.
