Did you just toggle it and then logout? When I logout and log back in the Express Checkout is "off." I guess that is weird. I wonder if I'm doing something wrong!

Neither. If you're going to use it on Verizon, you need one that is sold as a Verizon iPhone. Hopefully they will sell Verizon iPhones with no 2 year agreement at launch
