It's Tiger with some haxie for the menu bar. Notice that it's simply translucent, not blurred, and that the text/widgets in it are similarly faded (whereas they are not in Leopard).

Sigh. My first real thought of switching came from using a friend's tangerine iMac (OS9, no less). I used to go down to Sears and look at a graphite model they had on display.. In the end I bought a compaq, but now, years later I finally have a mac. I still kind of regret never having bought one of those colorful little iMacs, though.
