File Location Manipulator at Top of Window is Plagued by Tags Selection Box

Sometimes, I want to change where a file is stored. A little down arrow in the top of Catalina windows offers access to the file handling, as shown below:

The problem is the dreaded key tags, which I am committed to never using under any circumstance, block the file management tool from being used. The next picture attempts to provide information making it possible for people to understand the problem:

Either hitting the Escape key or File > Move To should work.

Nice suggestion. Unfortunately, it did no go good. Neither the escape key nor move to control removes the "tags" from blocking access to the navigation?
