Is it possible to set iCloud Drive in Mojave in such a way that all files are in the cloud - and only their "shortcuts" were on the disk by default?

by default, no.

i am not sure if the term "shortcuts" is appropriate in the context of iCloud Drive, but you will be able to see the name and icon for the file.

to get it to do what you want, you need to do at least (1) and (2):
(1) turning on iCloud storage (2) Optimize files (3) setting yr mac disk size partition to very very small limit such as 25GB so that very very few files is actually stored on yr mac.
