The first is a magic mouse. The second is a magic keyboard.
The graphics appear because you either don't have a USB mouse plugged in --- or a bluetooth mouse/keyboard is not turned on -- or your mini simply doesn't detect either a mouse or a keyboard.

Yes they will work. BUT you need to unpair them from your old computer first before trying to use them with your new one.

Remove the batteries from the keyboard, reinsert batteries, push the power button and it will resync. The same applies to the 1st gen Magic Trackpad. The Magic Keyboard 2 and Trackpad 2 are a lot easier to snyc, just plug in the USB cable and it automatically syncs.

I don't own an Apple mouse so I can't help with that.
 
Mouse: turn off the mouse then hold down the mouse button while turning it back on, holding until the light starts blinking. This should reset the pairing. The new Mac should discover and pair with it.

Glad we could help and that it was an easy fix. I was scratching my head about your problems until you mentioned that you were using keyboard and mouse from your old computer.
