Setting up my mom's new Iphone 7+ and she forgot her passcode which then locked her out of touchID right now I'm trying to restore as new but each time it keeps saying iphone is locked out try again in 5 min and it's becoming annoying.. is this the only way?
 
I am not sure. Maybe you could get away with remembering passcode by restoring under DFU mode. You still need to remember Apple ID password though.
 
We did the AppleID but I just DFU mode this is what I did..

I did restore and it did the download new IOS and then restore but then after awhile the phone reboots and it goes right back to saying iphone locked out try again in 5 min.

It's stupid because Itunes does not have a progress bar telling how long it's going to take

After 15 minutes, iPhone leaves recovery mode. When the update is finished downloading (check the top right corner for the download status), put the iPhone back into recovery mode and repeat the steps.

Try to click the cancel download? But I doubt iTunes will allow user to continue restoring without downloading latest version of iOS.

I will have a issue with that since it's saying it's going to take over 4 hours to download the update

No. You need to download a currently signed IPSW to do the restore. If your internet connection is slow, you can try another one (like at an Apple Store) or take it to Apple to do the restore for you.
[doublepost=1517879449][/doublepost]There is another option if Find My iPhone is enabled and the device is connected to the internet. You can log on to iCloud.com then go into Find My iPhone, choose the relevant device, and choose Erase (then leave the message and number boxes empty). If the device is connected to the internet it will then erase and you can set it up again.
 
Well looks like its working so far says extracting software
