It’s windows. Download an offline pre-installed browser. I installed Firefox normally on my work machine. Doesn’t need admin rights.
That is a very bad idea. He should ask his companies IT staff if there is an alternative browser they can load on his computer. Loading unapproved software on your own on a work computer could get someone fired.

Broken on Safari too!

The forum is totally broken for me since the update and I am using Safari. The front page loads fine but any forum or thread gives a server stopped responding erorr or partially loads just like the screenshot the OP posted. This occurs 99% of the time. On the extremely rare occasion it works it loads incredibly slowly - we are talking multiple minutes. All other website load quickly on my connection it is just the forum and it happens every day since the update.
 
I also enjoy looking at MR on my lunch break at work. We only have IE and cannot download ANYTHING (including a different browser or updated software) on our work computer without risk of termination. Mine is broken as well and I do hope there is a fix.

That is false. If it install it installs. The IT department should be fired for using internet explorer, now THAT is a security problem.

Even Microsoft discourages the use of IE on any version of Windows.
I work in law enforcement. Our computers are pretty tied down. Yet I can install FF without any admin rights (installs to your user folder). “Loading unapproved software” lol probably a boomer who reads the user manuals to every computer he buys.

NOT by choice. Because the corporate world STILL hasn't got the memo about IE.

Perhaps you need to clear temporary files and cookies. It works for me using the latest version of Safari on both MacOS and iOS

I don't disagree with your thought about IE but I do disagree that anyone can put on whatever software they want on their work computers. I can't disagree with that more and I don't think very many people here will agree with you. Every company I've worked for has mentioned it during the hiring process and I was part of the IT staff.

What version of safari?

Actually it wasn’t just Safari. I tried Firefox focus also and I tried on iPad, MacBook and iMac.
I tried normal and private mode and cleared website data. Problem occurred regardless.

Safari on macOS High Sierra (sorry not sure what the actual version of Safari is but I can check later)
Safari on iOS 11.3.1

However it seems to be working well for the first time this morning since the forum update. Pages are actually loading and not slowly. Not sure what the difference is or whether it will last but I hope whatever was happening is now fixed.

I will let you know how it goes over time.

Would you care to take a guess as to the web browser of choice on US government computers? I'll give you a hint... It's not Safari ;)
