freeze/crash when selecting photos for upload to websites...

MacBook Air running Sierra. I've just put Sierra on this machine and have software-updated everything. I've noticed that I can't upload photos to a website without the spinning ball/freezing. Using craigslist and now trying to add photo avatar to Mac Rumors - when I click "choose file" to upload > Finder window > then click on Photos Library icon > the window closes and nothing happens....the spinning ball/crash and no photos are available to choose. Should I downgrade to El Capitan? Is this a known problem? This is a huge deal if I can't use Craigslist for instance.
