Anyone know what’s are the limits?
Does it also affects the 4s?

Anything above 15-20% battery wear. From what I heard it affects phones on iOS 10 and above. Your iPhone 4 running iOS 7 is just slow because it's old and running an iOSit's not designed for.

It's not really based on specific limits, it's a number of variables that can play a role. It doesn't appear that devices prior to iPhone 6 (if I recall correctly) are affected.
