iPhone 5 or earlier From which wear level the iPhone is going to be slow?

Anything above 15-20% battery wear. From what I heard it affects phones on iOS 10 and above. Your iPhone 4 running iOS 7 is just slow because it's old and running an iOSit's not designed for.
It's not really based on specific limits, it's a number of variables that can play a role. It doesn't appear that devices prior to iPhone 6 (if I recall correctly) are affected.
Unknown. The throttling is dependent on several other factors besides battery wear.
Just realized he said 4s, lol! It won't affect him, it only affects iPhone 6 and up, cause Tim Cook is a loser.
