I saw a special on MSNBC about a year ago about these scammers. Thousands of Americans (stupid ones) are scammed every year by these African scammers. MSNBC mailed a package to one of these scammers, hopped on a plane and were there when it arrived. The man who picked up the package said he was "just the messenger." Upon further investigation, they discovered there are major warehouse operations going on there, and the local law enforcement says they only have the funding to deal with local issues and maintaining peace. The larger governments are underfunded but say they "will look into the matter," but they don't. Most of the merchandise is too expensive or too technically advanced to sell locally, so it gets shipped off to another warehouse, where it will be put back on eBay and sold for cash. Everyone along the supply chain (hundreds of people, much like a drug cartel, or mafia, for example) gets their cut of the proceeds. Because Americans would never hop on a plane and go out into some remote village in Africa to confront a large group of people involved in this scam, violence is never an issue. It is a peaceful operation; the local police do not bother them. (plus the income helps the local economy). In the end, MSNBC concluded there isn't really anything we can do if the governments in Africa aren't going to do anything (because they are underfunded), so as Americans we need to USE OUR BRAINS. (you might be able to find the video on Youtube)
I have sold a few things on Craigslist and I have received several (about ten) broken English replies like you received. I just delete them. I don't even bother. Contacting real buyers that live within 15 minutes of my house or office keeps me plenty busy.
