Good news! Apple published a GB update on 6/28, 10.3.1 which as the previous post states, fixes the AU issue. It also allows the Artist Series lessons to download.

Well, some of the artist series lessons download.. The rest? "Garage Band could not install the sound file..." And of course the download restarts every time you reopen Garageband!

I managed to snag what I wanted but discovered the issue was that the DLs not "installing" were related to a permissions issue of the relevant Folders. I basically didn't have the necessary permissions to save to the Library folder that the files were stored in - "fixed" by changing the permissions of the relevant file folders. A PITA...

As to the looping DL issue, if the file you're DLing doesn't install properly you'll need to either create a new dummy GB project or open an existing GB project and select/click on the download progress bar at the bottom of the Control Bar - here's an example taken during a sound library restore:

although the progress you're seeing likely spans the entire width of the Control Bar - and select the X (Cancel) widget to terminate the failed DL.
