I suggest just use PwnageTool for now.
I think it has the activate option when you make the custom ipsw.
As for the unlock, you will need to wait for ultrasn0w to be updated.
as for SIM cutting, i suggest buying one so you don't screw up.
also, turn cellular data off, because sometimes, iphone uses data, and you get charged for minutes. I also have t-mobile prepaid.

Well you obviously purchased something that wasn't as described so that's means to open up a dispute. You should have opened one up when you first got it. The seller probably already removed the funds from his Paypal account so there is a chance that you won't get it back.

Everytime I've sold something on eBay and shipped with Paypal even though the delivery was confirmed Paypal didn't release the funds until the buyer left positive feedback. So the funds may still be on hold if the OP hasn't left feedback yet.
