Well it's because you have to dial 112 to activate the sim which is an emergency number i think. Although you hang up before it connects. Plus you are circumventing the carrie if the phone is locked.
But in the United States our emergency # is 911 so why would it matter if someone dials 112?
Just trying to understand why it's illegal.
