If I had to speculate, I would say it goes a little bit like this.

Google knows they can't compete with Apple's high level of quality so they aren't, instead they are trying to flood the market with android phone. The more android phones, the more people forced into using the android market. The more people in the android market the more devs will be forced to support it just because the ability for profit is there.

It's a numbers game really, google hopes that they can basically pull a MS Xbox and muscle their way into the market.

They hope they can muscle their way in? It's a little too late for hope, isn't it? Looks like they have knocked down the door and sat down at the table.

What quality are you referring to? The quality of the Android OS, or the quality of the hardware (which has nothing to do with Google)?

The OS is (overall) inferior and the hardware is inferior as well. No android phone feels as stout and high quality as the iPhone.... and google does have to do with the hardware, remember there crappy G1 and N1?

Ah, so you're stating opinion. How can an OS be inferior when it does so much more out of the box? Is it because the animations aren't as "cool"? Or is it because it's not as "elegant"? Sorry I'd much rather be able to control individual files (considering i'm in IT) such as ISO's or RAR's or any other type of file from the golf course, rather than have to sit there and RDP into my work computer over a crappy 3g network on a 3.5" screen. But hey, at least the program looked cool opening up!

Lets be real. Android is for the geek at heart. iPhone is for the user who wants nothing to do with trying to figure anything out after they pay for the device.

So because Google brands a certain piece of hardware as the official developer device for Android, that they designed the hardware? They tell HTC specs that they need their next dev phone to have, and HTC obliges. Then Google brands the phone and tags it. That's it. Google doesnt design any hardware themselves. This is a known fact. Don't be ignorant. Besides, i'm pretty sure the Nexus I have sitting on my desk outduels my i4 in almost every aspect. Oh sorry, its not as elegant and I can't make cheesy videos with a 5 dollar add on app like I can with my i. Maybe in Android 3.0. Pretty please Google?!?!

Kudos to Carniphage for having some well thought out points.
Shame on people who give him "they just do" and "mobile search = $$ ... i guess" answers.

The article says that mobile search revenues covers the development costs of Android and a little bit more. It isn't a "very strong" earner because at the end of the day it's just search.

Well duh, only a small percentage of people own a smartphone. Search revenue goes up when people own more android devices which only use google search. cmon this isnt rocket science

I don't think that profiting from development is all that viable. Even Apple don't make a lot of money from the App Store. Instead it sees the App Store as a cheap way of attracting customers.

In fact Gruber suggests that Google are really discouraging paid apps, because free apps use advertising, and it is only through advertising that Google actually make money.

But search does not really generate any revenue.
Has anyone paid money for a search? It's free.

Google can only profit from search by pushing paid advertising into the search results.

Currently we use search engines as an intermediate step to get to some functional website or service. But if mobile devices continue to evolve, I think that is a step we will soon cut out. In the same way that we don't use the yellow pages any more.

No one wants to search, people want to find. No one wants to go through search results on a mobile device. When we use them we just want to find the content, or get straight to the functionality. Smart apps will by-pass the need for search entirely.

If Google's main means to monetize Android is by way of search revenues, then they will come unstuck. Or they will need to find a whole new way to impose advertising on Android users.
