I wonder if there is a CPU limitation that prevents them from hitting 60fps on the Pro.
who knows, but that could be part of it. There is a lot of detail and I am sure they want to ensure a good clean play through right from launch. I have never had an issue with 30fps. No problem with GTA V or Red Dead 2. Read Dead 2 is my favorite game of all time to date, the game is a wonder to the eyes and amazing storytelling. It looks like they have gone for more of a serious nature for this story in GTA whereas the last one was a bit on the sillier side.

That's a possibility. In terms or resource demand there can be a big difference from 30fps walking around and 60fps with full chaos of police cars, explosions and npcs. Sustaining 60fps throughout the latter is hard work.

You can see this in crimson desert. On consoles fps can tank from 30fps to 15-20fps during boss battles with particle effects and physical destructions.

Obviously you can dial thinfs down to potato graphics but rockstar might not want to do that for this gen consoles. Ray tracing will be enabled by default and going forward will be the standard way for handling lighting, therefore it cannot be switched off entirely.

I have the ps5 pro just for the game. At best I expect 40fps. 60fps for next gen consoles due late next year.
 
I haven't played GTA in ages. I started with Vice City and played San Andreas. I started Liberty City but never got that far into it.

Man, I've watched that extended look several times and holy cow... What a game this is going to be, but I'm not sure how the more realistic approach is going to feel. I kinda liked the arcade-style of GTA V. Not sure I want to go to the gym ingame or make sure I reply text messages so my ingame girl doesn't get angry. But we'll need to play the game before we can come to any conclusion on that.

I hear you. Some play gta just to have fun rather than engage in hardcore rpg. The best rpgs give you flexibility to play a game the way that you like.

Crimson Desert is probably the best example of this. There is a lot to do in the game and you can geek out deeply into some mechanics. However, all of the, are optional. As a result you don’t have to grind mechanics that you don’t enjoy just to progress in the game.

I am pretty sure it isn't the graphics that would be causing the lower framerate. Most likely the physics simulation. I am curious to see what they lower (besides resolution) to get the game running on Series S (really this would show how CPU limited versus GPU limited they are since the Series S has the same CPU as the X, just with a 200mhz clock deficit).

There are few CPU heavy titles that don't have a 60fps mode on Xbox or PC: MSFS 2020 and 2024, Jurassic World Evolution 3 and Anno 1800 Console Edition
