If it's just the haptic feedback that's not working but you're still getting a notification on your watch, then it could be a defective watch or you could have it too loose. If the watch is loose it can be difficult to feel the haptic feedback.
If you're not getting notifications at all, then is your phone on? If the phone is on and unlocked then it doesn't send notifications to the watch, under the assumption that you're using the phone and you'll see the notification there.

Try doing a reset. Also did you go into the haptic settings?
That definitely sounds like a defective watchif you have an apple store near by they should be able to replace it for you.
I've done more testing. Not looking good. The most definitive was it was working only when volume was up then it stopped doing that too
