This one is parked at the bottom of the window and stays there when you scroll. I know there is used to be a constant battle against the ones that popped up, but I haven't seen one of these on here before.

Digging through the ad, which greys out the site with a layover, I found links to radioshack.com and phonesreview.co.uk.

That section of html is what is loading the banner according to the developer tools in chrome.

I hit that overlay banner ad for the first time today, too. Didn't much like it.

I just got a survey pop-up today from this site; floats over the page, even with scrolling. Kind of annoying.
