Right now, you shouldn't try to rip into MP4 as iTunes/Apple hasn't offically supported it yet, and you don't know what kind of problems you'll run into until then. Besides, iPod etc... don't support it.
I think you miss the point of the "bitrate". The Bitrate by definition defines how many bits per second to devote to encoding a song. A song encoded at 192kbps in ANY FORMAT will be the same length.
However, a 192kbps MP4/AAC file should sound better than a 192kbps MP3 file. You probably can't tell the difference... but for a 64kbps MP4 vs a 64kbps MP3, you probabyl can. So, you have to reduce the bitrate.
