I was restoring my 4S to iOS 6.1.3 through iTunes with DFU mode and now I'm stuck on waiting for iPhone to respond with apple logo and empty bar??

I'm on latest version of iTunes and using genius Apple cable.

Any way to fix this?

Open your IPhone 4s and disconnect your battery about 18 seconds. Connect again and try it.
 
No... he is joking. Why? There is no way to disconnect your battery on your iPhone without destroying the ribbon first.
I can restore it to iOS 9.3.5 successfully, but it stucks on waiting for iPhone to respond when I try to restore to iOS 6

Not sure what's happening?

My 4S is new and never repaired.

Later the system will recognize your Iphone 4S and the process will end successfully. You have nothing to lose. It served me as the last possibility. And no, you will not destroy anything by disconnecting and connecting the battery. We are talking about an Iphone 4S.

Someone doesn't realize that once an iPhone went up in OS version, it can't go down unless you have a mimicking Apple Server which serves your iTunes an authentication code for signing the firmware you just installed.

No it's not. If it's not letting you complete the downgrade it's because it's not. Also, older software (iOS) doesn't play nice with newer firmware (modem) which can also cause authentication issues.

My old 4S successfully restored to iOS 6 two days ago.

I got another new 4S today which is facing this problem??
 
Please help I'm stuck on waiting for iPhone to respond!

I know this sounds crazy, but you could try to restore using an older version of iTunes and start from there, as newer iTunes cant play well with older devices with older firmware.
