The cynic could also say that Apple only allowed iPads to be hubs so they could sell more iPads; iPhones are technically capable as well.

Apple TVs, especially used Apple TVs, are significantly less expensive than what a home pod with a screen will cost and they can be hubs. If Apple were only trying to sell the new device then only it could be a hub.
