It's hard to be certain – I went days without it. It might have been System Preferences > App Store > Install system data files and security updates, which I normally leave unchecked.
 
Well this is funny. After checking this thread, I tried Siri again on my MBP and I got the new voice. On my Mac Mini, however, it's still the good old Siri voice. I'll try resetting PRAM as suggested.
 
I cannot seem to get the newer natural voice to work. I have done everything posted here and it just doesn't work.
 
I tried turning Siri on and off, switching languages and switching accents and I still can't get it to download. I ended up getting it to download the British male voice, but still can't get the new American Female voice.

Edit: I finally got it! After switching back and forth between languages and turning it on and off a bunch I finally decided to just ask Siri some random questions with the voice set to American Female. Suddenly I noticed a process called "softwareupdated" downloading something under the Network tab of Activity Monitor. Only took about a minute to finish and now I have the new Siri voice.

I installed High Sierra Supplemental update and the American male Siri is back to the way it sounded in Sierra - not robotic.

I also noticed that the Nora voice in Mac OS High Sierra is Nordic and not English. If i download Nora EN will I be able to use that for Text to Speech in Mac OS? I don't like the default Samantha voice.
