This is the most bizarre thread I've ever seen. First, the OP was made in 2013. Then we jump forward to talk about El Capitain betas. Then we have some guy writing letters to customer support. Weird.
Yes, in El Capitan beta, you have a setting that allows the top menubar to hide automatically.
Yes, it really is a sign that those folks at Apple are taking control completely away from the user<sarcasm>
If you don't want that (or just not impressed), then turn setting back on - UN-check the box in System Preferences/General pref pane "Automatically hide and show the menu bar"
Dear customer support: I should have gotten back to you earlier. I lost it and I ran my fingers over the keyboard pushing every individual key and plenty of combinations including the F keys. Then I pounded it with my both fists not very hard and I ran my palm over the keyboard all in anger. and frustration. When I finished the menu bar and app bar are back. They stay where they are supposed to be. Everything works perfectly now including the web browser. I have no idea what I did. Thank you for caring.

System Preferences>>General>> third option with checkbox says "Automatically Hide and Show the Menu Bar"
Clear the box against it and you are done.

You don't have latest beta, which is from less than 2 weeks ago.
You can check what you have by going to the Apple menu/About this Computer.
The build for latest beta is 15A262e
Are you using more than one display?
The choice for hiding the top menubar will be directly under Use Dark menu bar and Dock
Ah, thanks. I am having the same problem. I understand that it disappears when I go fullscreen, so how do I change this? It's really annoying having the top bar peek back in when I'm trying to click on another tab.![]()

I think I may have an alternate for you. If you click on the green window control button for full enlargement as per normal but keep the 'option' key depressed at the same time, you will find the window open to the maximum size whilst retaining the tool bar or tabs etc for browsing. Closing windows and opening from the dock should retain the setting. Hope that helps.

All part of learning that those various options do allow you to successfully do what you want, when you may have thought the macOS was working against you.You know you're in Apple World when the answers are "Don't do what you want, do what Apple tells you to do." Apple must be the only company in the world where when it does something stupid or awkward, the users fall over themselves to tell you why it's the best thing since sliced bread. So... don't maximise windows, the most basic and useful feature, because you'll lose your menu, the other most basic and useful feature. Priceless.

What are you talking about, there is no "menu bar" at the bottom of the screen in the Finder. Do you mean the dock? If so, go to System Preferences > Dock > Automatically Hide and Show the Dock and make sure it is not checked.
I had the same issue yesterday,
The menu bar kept disappearing for about a day. I honestly don't really know what I did to get it to stay. All I remember from yesterday is that I reset my MBP, that didn't get it back on. When I shut it down and turned it back on, on a hunch, it's back up. I really don't know what I did to get it back or how it disappeared in the first place.Exactly what issue did you have? Secondly I really thank you for pointing out that my Mac is NOT in Full Screen when I click on the Green button on the LHS of my screen and that I have to go into System Preferences to turn on Full Screen - which I will never do because I need to be able to see my toolbar.So please tell me where I check?
