I just got off the phone with Apple and they suggested running this command in terminal: sudo fdesetup remove -user Guest. It will then ask for the administrator password. Afterward, reboot your machine and the account should be gone. It was gone from my 2017 MacBook Pro and another 2016 MacBook Pro.

Edit: They are still looking into this issue and will provide an update to remedy, but for now they suggested users should just run that command.

It was disconcerting having an account with a seemingly unknown password on my system. Kind of glad it's just a macOS glitch.
 
The "other user" for me is because the root user is enabled by High Sierra install somehow. I turned it off again with command "dsenableroot -d" and it's gone.

Just wanted to chime in and mention that I've also had success with the "fdesetup" command, albeit in a bit different way.

I have an exclusive admin user (base) that I create on all my Macs. The user is an admin, but does not sign-in to Apple, iCloud, or ANY service other than what a base-bones OS install would run.

With this account I could do either "sudo fdesetup remove -user Guest", or "sudo dscl . delete /Users/Guest". With my usual personal account (also admin), I was getting a permissions error.

Thought it might be helpful to add here for future note if others are getting errors with either of these methods. ;)
 
I tried doing this but there is a lock key image in terminal when i input this message.

The lock key means that you have to enter the admin password for the user you are signed in as. If you are not signed in as an admin, log out and sign in under an admin account and then follow the steps.
 
This is weird, I can't get rid of this duplicated Guest User. Instructions to enable/disable root user doesn't work.

Not to be too critical of Apple (I think they do a great job) but I wouldn't hold my breath waiting for this issue to be fixed, considering that it has been in the last four (or more) major system versions.

FYI, basically this command is deleting the existing Guest user account, then the system dutifully adds it right back in again (since the system requires the Guest user account to be present), but now it has all new, default settings. So most likely the real issue is some corrupted (or possibly missing) preference file somewhere.

Note, the newly created Guest user account defaults to allowing logons, so you may have to go back into the System Preferences and disable it again. This happened to me, but the good news is that it actually worked this time.
 
Can anyone please tell me how I can turn off the 'Other' user login at startup on High Sierra GM. I've gone into settings>Users and Groups and have disabled the Guest User but the login icon still shows on Startup.

Try this in Terminal. This will work!!!

sudo defaults write /Library/Preferences/com.apple.loginwindow SHOWOTHERUSERS_MANAGED -bool FALSE
