OP, here is your folly. In order for you to get the phone they'll need your family member to sign a 2 yr contract for a plan compatible with the iPhone. If your family member doesn't want a data plan, then you can't get an iPhone.

This point needs to be given more attention. Verizon will NOT subsidize an iPhone unless you tack on another data plan. Your family member will have to accept the data plan for 2 years in order to use their upgrade to get an iPhone. There is absolutely no way around this, verizon is quite strict on this matter.

Lots of misinformation in this thread. Only the voice plan is 2 years, not data.

OP needs to upgrade on the family line and have whoever is responsible for the account agree to a new 2 year agreement on that line (used to have to open phone to do, but now Verizon can do it with the phone unopened). At this time, they will add on the data plan. After acceptance, have the rep put your old phone back on this line, remove the iPhone data plan and sell your iPhone.
 
It's funny how all those people told him it was illegal and Verizon would charge him retail for the phone. THERE IS ABSOLUTELY NOTHING WRONG WITH THIS AND IT'S COMPLETELY LEGAL! But, as stated, your family member will have o keep an iPhone compatible data plan for the entire 2 year contract period.

Won't work. When you sign a contract for a new iPhone, the TOS clearly state that you must keep an iPhone data plan for the life of the contract.

You're still contributing to the misinformation unless Verizon changed their policy in the last few months. If they did, show me the change in the TOS. Verizon's system will not let an iPhone data plan get added to a dumb phone, the dumb phone's ESN won't allow it.

Google around, there are LOTS of posts about people putting a dumb phone on the new line and removing the iPhone data plan. Here's one for starters read posts 28 & 29 https://forums.macrumors.com/threads/1256686/ plus I bought my 4S from someone who did as the OP wants to do, so I can attest that it worked just fine when the 4S first came out.
