In most cases minutes are just included in the plan, they're not exactly paying extra for them.

I am well served by public and private wifi networks, so I only chew up data when I am travelling and streaming Spotify.
I've switched to Vodafone in the UK now, on that deal, and very happy with it. Myself and my wife are on it, so think it might be one that needs two people to sign up for.

Unlimited data and 200 minutes with 5000 text I use around 150gb to 200gb each month.
All done with wi-fi turned off and unlimited Netflix binge.
