Don't login first! You have to click on more info banner on the main page then click on pre-order. Then it will ask you to login and it just worked for me. Good luck!

The only thing the App Store App allowed me to do was reserve an iPhone, not pre-order.

Iirc Reserve = pick up in store while when you pre-order you can have it shipped to your house.

Everytime I do that, I get this: "Due to a system upgrade the site is temporarily unavailable, please try again later. For immediate assistance please contact customer service at 1-800-331-0500. "
