If they're paying more $ per month now than before, it shouldn't be so hard to set up the total costs and prove it.
 
I think Uverse is similar in speed to FiOS--needs upgraded switch near your house--not offered where I live either but is offered a few streets over--just depends on where the switch is I guess. I doubt it is better than cable though--I'm very happy with my Bright House Internet and would not switch to ATT unless Bright House really pissed me off. Personally, I agree with you that moving from cable to ATT DSL is a big downgrade and not worth the money.

U-verse is quite good if you can get it (you have to be within a specified distance to the VRAD in your neighborhood). You can choose from TV, Internet, VOIP or any combination. I have 18Mbps down, 1.5 up, which is the next to highest tier.

Cable is good if you have the right company. The primary provider in my area is infamous for horrible service.
 
I don't know if Verizon FiOS is available in your area but I just got 35MBps up/down, unlimited phone, and a bunch of HD cable for $114 a month through them.

I had service from RCN and Comcast in my building for years. Both were annoying and screwy but I could tolerate them. Then finally Verizon came. I switched to it and a matter of about 4 months I had them they tried to screw me 3 times in different ways. Luckily I didn't have a contract so I threw in the towel and told them to go screw themselves. Switched to RCN. Not dealing with Verizon again. Considering how much crap I'm used to taking from cable companies one has to be real special to piss me off like THAT.

For the record I've been a Verizon Wireless customer for the last 12 years. They're annoying too but not nearly as bad as the FIOS section.

I'm paying for 35up/down and getting this (see pic):

Not to mention even though my apartment building is wired for FiOS Verizon claimed they can't give me cable in more than one room because the last person in my apartment had Comcast and they're not allowed to unhook cables from Comcasts box and plug it in to Verizons.

UGH.
