Still not working for me. iPad Air and iPhone 5S, both on same wifi
I had to play around with it for a bit.
Bluetooth has to be on all devices, signed into the same iCloud account.
on my iPad air I had to turn off FaceTime, then turn it back on and login to the iCloud account. Once I did this the setting for iPhone cellular calls popped up and it works like a champ.
I called my iPhone using a land line and my iPad also started ringing a few seconds after my iPhone did. I could also place calls from my iPad using the contacts app.

Yes, making and receiving calls on iDevices does not require bluetooth at all. It's all done over your local wifi/network (wifi doesn't need to be on your Mac either).
How would it work without wifi ?
I was able to receive and make calls with my iMac even though its wifi is not on. My iPhone, of course, is on WiFi, and so is my iPad.
What's cool is all three of my devices ring if someone calls my phone number.
I wish we could get official word on it lol. Some using just wifi. Sole just Bluetooth. Blah
Maaby certain things use Bluetooth to do an initial handshake and maybe others don't need that?
