You can recover the file from your computer's restore disks with Pacifist.
How does someone "accidentally" delete their Dock, anyway? Oops, I accidentally opened a system folder, and then another system folder inside that, and then I accidentally dragged a file called Dock.app into the trash, then I accidentally entered my password when prompted, then I accidentally emptied the trash.
No offense meant, but that takes a deliberate kind of bull-headedness...
