can you tell if there is anything on the hard drive? there should be a file size

That will explain why you can't boot (the flashing folder tells you that your Mac can't find boot files, or a bootable partition)
Sounds like you have only a basic erase of the hard drive, and nothing else. Anything that you don't have backed up now, is gone. :(

Disk Utility, choose the top item in the list, then the Partition tab.
Click the Partition Layout dropdown, then select "1 Partition"
Name that partition, if you like, then click the Apply button. It will ask if you want to do that, so continue.
Wait a few seconds, and the task is done.
It's a proper erase, along with creating a single fresh partition.
Now you should be able to Quit Disk Utility, and continue with a fresh install of OS X.

Dude - here's a tip, if the guys here give you a list of things, come back with <which step> you got stuck on, this will take some work from you, blanket statements like "won't work" don't give much of a clue for those trying to help you, as a result this is probably taking much longer than it needs to.

Folks, I just have to say it:

THIS is what having a fully-bootable backup created by CarbonCopyCloner or SuperDuper is for!

If the OP had one, she'd most likely be up-and-running, and could work on fixing things from there!
 
Unfortunately nothing in disc utility is helping I cannot restore from time machine backup I cannot reinstall OS X or recover from disc utility is there anymore suggestions
So you have a Time Machine backup to a local USB drive?

If so, attach that disk then hold the option key at startup. When the boot selector comes up pick the orange USB TM disk. That should get you to a recovery screen. From there use Disk Util to erase the internal drive to Mac OS Extended (Journaled), the quit Disk Util and click restore.
 
Make a genius bar appointment at your local Apple Store. They will get an OS reinstalled, or figure out why OS X won't install.

This. It appears that the OP has a unibody MacBook Pro from what I can gather looking at her bezel. This is probably a problem with the hard drive cable... going to an Apple Store will be her/his best option. Diagnosis should be free.

I deleted my Mac HD Drive as well not to long ago, In my luck I had a usb drive that holds 1 TB I made a partition on that drive and installed mac os x with no problems.

Now that I did that I’m stuck looking to recover the HD Driver so if i unplug my usb drive my mac will shut off completely leaving an error message when i plug the drive back in.

If anyone knows how to recover the deleted Macintosh HD Drive that would be helpful.

I want my internal memory back.

Try this:
1. Boot from your external drive (as usual)
2. Open Disk Utility (in the utilities folder)
3. You should see both your external AND internal drive in Disk Utility (do you?)
4. You want to click on the "uppermost" line that represents the internal drive.
5. Now click the "erase" button. Choose "Mac OS extended with journaling enabled".
6. Then let it go.
7. What happens next?
 
The original guy probably fixed his problem a lot hime ago. But if he reset his system clock to November 2013, Mavericks would install.
