So i am assuming you are the self righteous citizen patrol and you like to dictate whats the "best way" to get around town? That would bug me, around here the #1 lane on the highway is usually going between 75-90mph, posted speed limit is 65. There is always someone that gets in the #1 and is determined to go 65mph in it, even though they know damn well they have a backlog of cars behind them, of course its all about them so they can careless.

I was behind someone like that heading to work and didn't realize it was someone that worked at the same place i did. They made it a point to come to me and tell me that the speed limit was 65 not 80 and they didnt appreciate me tailgating them or cutting them off to get ahead of them. I told them to leave the policing to the highway patrol and remember that law that states "slower traffic merge right".

CA Vehicle Code 21654. (a) Notwithstanding the prima facie speed limits, any
vehicle proceeding upon a highway at a speed less than the normal
speed of traffic moving in the same direction at such time shall be
driven in the right-hand lane for traffic or as close as practicable
to the right-hand edge or curb, except when overtaking and passing
another vehicle proceeding in the same direction or when preparing
for a left turn at an intersection or into a private road or
driveway.
(b) If a vehicle is being driven at a speed less than the normal
speed of traffic moving in the same direction at such time, and is
not being driven in the right-hand lane for traffic or as close as
practicable to the right-hand edge or curb, it shall constitute prima
facie evidence that the driver is operating the vehicle in violation
of subdivision (a) of this section.
(c) The Department of Transportation, with respect to state
highways, and local authorities, with respect to highways under their
jurisdiction, may place and maintain upon highways official signs
directing slow-moving traffic to use the right-hand traffic lane
except when overtaking and passing another vehicle or preparing for a
left turn.

. . . would it bother you to follow somebody doing 25mph for no apparent reason?

No, it wouldn't bother me at all. If there were two lanes, I'd just politely go around them if I needed to go faster. If it's a single lane, I'd just drive behind them while maintaining 3 car lengths or more distance.

Additionally drivers that slam on there brakes every 5 seconds to maintain an exact 35mph is annoying and dangerous.

I do not do that! If I need to slow down, I just take my foot off the gas until my car slows down.

The one thing that gets in my craw are people that hit the breaks to stay right at the speed limit. All I see are break lights.

I do not do that! That would be defeating the whole purpose of driving slow in the first place; which is to avoid slamming on the brakes at a stoplight.
