I am running a PC, and I just went into Icloud on my PC. added stuff to Calendar, and tried to sync to cell phone, but nothing happened. What am I doing wrong?

The stuff should appear on the phone the next time it backs up to iCloud. A quick way to back it up is to connect the charger, connect the phone to wifi, and lock it. It takes a few but it happens
 
Settings > iCloud > Storage > Manage Storage then tap on your device, It'll say when your latest backup was.

Why do this when you can just create a backup manually...just press 'Back Up Now'.

What does an iCloud backup have to do with syncing Calendar content? Other than nothing, of course.

OP, validate that the phone is actually connected to the same iCloud account you added content to and that the calendar to which you added the content is actually set to display on the phone.

You guys have this all wrong.

1. Whatever you add @ icloud.com on a PC should appear on the iOS device shortly after (assuming you logged in to icloud with the same Apple ID as the device)
2. iCloud backup has nothing to do with this.

I can add a contact in icloud.com and it appears on my phone's address book within 30 seconds. Same goes with calendar entries.

Are you sure that the Calendar option is toggled on in iCloud settings?
Also, make sure your iPhone calendar is set to your iCloud calendar rather that the 'On My iPhone' calendar.

Open the Calendar app, tap the 'Calendar' button at the bottom of the screen, and make sure that the option under the 'iCloud' heading is checked.
