icloud.com unavailable

I try to login to icloud.com and it says I need to set it up on a device first. Of course I have set it up on many devices and been using it for years on icloud.com

Apple status says everything is ok (as always).

Any ideas?

Solved. It seems icloud terms changes and I had to accept them from a device.

I had issue this morning and I had to recover my account using 2-factor authentication, create a new password, and then re-create one-time password for Spark email. Wasted about 10 minutes of my morning.
