iCloud Photo Library without uploading my photos?

Hi all,

I'm in the process of uploading all my photos from my Mac to iCloud so I can look at them on my Apple TV, iPad etc. It would be nice to have access to the photos on my phone but as far as I know when iCloud Photo Library is enabled on the phone it'll send my phone photo library to the cloud?

Now the stuff I have in my photo library (memes, photos of network cabinets etc.) don't need to be in the cloud. So can I have access to the cloud photos without uploading all my phone photos to it as well?
