I had same issue this morning but strangely as soon as I logged out of my iCloud account on the iPhone 7, they instantly started loading on my iPhone X.
I'm gonna be one of those. Did you read everything first? There are issues with iCloud Photos restoring. You need to leave it on wifi and plugged in. Mine took four hours to upload and then sync my photos.

Yes I read all the above post the original post has an update saying it is back up. I did not see a mention of how long it would take.

Is there an additional process besides signing in to iCloud that I need to do to get the photos. Or do I just wait without any sort of waiting bar or notification is that how it works?

Oh, sorry about that. So for me, I had 3,000+ photos that didn't transfer over. You need to be on wifi and plugged in. They'll upload again to resync. Then everything will be back on your phone. The whole thing for me took about 4 hours. So it's probably best to do it over night.
