I have the exact same problem. It goes beyond annoying though because after I have moved the apps and attempt to set the screen again, it usually doesn't take and I have to hit the power button and then hit it again to make the apps stay put and stop wiggling.

I think any problem that is not supposed to be there is worth discussing.

I have resolved the issue as i noticed that it was ONLY apparent when the new "app animations for folders" is present. I have now limited all "folders" to "8 apps" each, this stops the new "folder animation" from taking place and has therefore removed the delay.

This seems to have worked for me too, all the really long delays in icon animations (i.e. 2+ seconds) have gone, there's now just a short delay when opening folders (which I suspect is unavoidable).

Thanks to you, I finally found a temporary solution to this very annoying bug.
For information purpose :
I have a little more than one thousand apps on my iPhone 4. I know that's a lot but Arnold Rimmer proved here that's not a reason to bear this kind of dysfunction. For me, the lag was from eight to ten seconds for each activation/deactivation of the moving icons process !
I followed Arnold Rimmer's advice. I still have a few full folders but the lag lowed down to two seconds. And I still have my 1070 apps. So I confirm : the number of apps is not the cause ; the folder animation IS !
The problem is with 8 apps folders (instead of 12), the 11 pages fill up faster !

Apple really have to solve this issue in the next update !

I also had this "operator error".
Even after restore as new phone and not using a backup. I always reset after an upgrade, and perform a power cycle, and a reset.
After reducing ALL folders to 8 or less apps I am back to normal.

I've been struggling with this for quite a while as well. I'm going to try the fix proposed here. Has Apple admitted there is a problem? Is there a long-term fix coming?
 
I have a somewhat related problem:

The delayed wiggling is definitely a problem, but doesn't affect me that much (I don't rearrange my home screens all the time). The real problem for me is the delayed home button registration.
This is most noticeable when exiting an app. For example when exiting Settings, there is a slight delay before the homescreen fades in.
I'm almost certain that it is introduced in 4.2.1, as I've never noticed it in 4.1. My sister has a 3GS on 4.1 and her (supposedly slower) phone doesn't have that home button delay either.
 
So yeah, I deleted dome apps and reduced my folders to 8. Its like night and day. It's now as fast as the day I bought it. Definitely a bug that needs to be fixed.

Agreed. Yesterday I had multiple folders with more then 8 apps per folder and there was tons of freezing, huge lags, missed animations, slow load times, etc. Today, I have at most 8 apps in any folder and everything is extremely smooth and fast, including animations, home-button presses, etc. It's been so long since I've seen it run this well, I completely forgot what some of the transitions/animations looked like.

Again, this is clearly a problem. Anyone know if it's known by Apple?

I wonder if that's been fixed in 4.3. Also, I'm fairly certain I reported it shortly after 4.2.1 was released.
 
Solved wiggle problem with out cutting folder size down

I turned on "cache icon images" in the jailbroken app called "folder enhancer". Just go to Settings>Folder enhancer>experimantal>cache icon images and turn it on. Problem solved! Good luck.


I am using iOS 4.2.1 on a jailbroken 3GS. I restored my apps using pkgbackup and I am using folder enhancer version 1.3.4.1-1
 
4.3 to the rescue ?

Has anyone here tried the iOS 4.3 GM and tested if this annoying bug is still there or not ?..

With iOS 4.3 out now, I'd also like to know if this is fixed. I'm going to test it myself, but it took a few days for any issues to show themselves in iOS 4.2.x.

I CAN'T BELIEVE THEY DIDN'T FIX THIS IN THE 4.3 !!!
The very annoying bug is still there!!!!!
I still have to deal with lots of eight-apps folders filling my springboard. Some people say jailbreak fix this with some app managing the folders.
Apple is so disappointing.
