I don't know if this will help, but I just tried the following and it worked. In my documents folder I created a folder called TEST Dock. I put that folder in the dock. It also remains in the documents folder. Then in documents I added several files to that folder and they all appeared in the folder on the dock as alias files. What showed in the dock as an icon was a mini version of the most recent file put in the folder, but if you click on it you can see all of your files. Bottom line, when I put the files in the TEST Dock folder under documents, they all become alias files on the dock.
I just tried this process, and when I added the files to the new folder on the dock, it did not create aliases but moved the original file to that folder (which I do not want - that's why I use aliases). Not sure why it worked for you but not for me. I appreciate the suggestion though!
 
Try adding the new files to the folder located in documents. They should appear in the folder on the dock as well.

Tried it - same result. It moves the documents to the new folder, doesn't create aliases. But I thank you for your persistence...

So sorry. When I put the files in the document folder, they showed up in the dock folder. Then I did a test by changing some information in a file in the dock folder and the changes appeared in the file in the document folder. I also did it in reverse and made changes in the file in the document folder and they appeared in the file of the dock folder. At no time did I create an "alias". I used to do that, but it no longer works in Ventura. It seems that when files are moved to the dock, they automatically become alias.

One last ditch effort if the above does not work. Simply move any files you want as an alias into the dock. I have about 5 or 6 I currently work with and it worked for me. I do not have an alias folder in the dock. Just the files. Again, I stopped creating "alias" files. It is not necessary if you just move something into the dock, it becomes an alias, while also remaining in your documents.

Appreciate the recommendation, but I can't change the original file location (by moving them into the new document folder), so I have to use aliases to the original location. So this won't work unfortunately.

In the end, it's not a big deal - the only remaining issue is that aliases to PDF files show up as white squares instead of a PDF icon. Aliases to MS Office documents appear correctly.

Yep - definitely an option. But I have so many aliases that I keep handy in this folder that it would make my dock look awful if I added them all to the dock individually. Hence the use of a folder instead.

I had the same issue.

What worked for me was to add an extension to at least one of the files in the folder. I did this by accessing the "Get Info" on one of the aliases. If the alias was named Foo, then I changed it to Foo.numbers. Then I clicked "Hide extension", so I don't have to see it. The icon changed after that. I ended up changing them all for good measure. Hope this helps!

Update! .numbers does show up in the stack, which is kinda irritating, but I'll live with that I guess.
Thanks for this suggestion. I believe it was already suggested earlier in the thread, and it works, but not for PDF files. So I remain in the situation where all other aliases in the folders display correctly, but the PDF files display as white rectangles in the dock folder (but are displayed correctly when the same folder is opened as a Finder window).
 
This appears to be a bug in Ventura. I did not have any problem with aliases and icons on my desktop before, but I do have all the ones described in the original post now. I have the same problem on all three of my MacBooks after updating to Ventura.
