If a forum user's name is listed as SUSPENDED beneath their picture and name?

My understanding is that, as long as you are suspended, precisely because you are suspended, you are not able to participate in - in other words, make a post - or comment on, threads, any thread until the suspension is lifted.
That can't be true if a guy just posted to my thread w the "SUSPENDED" under his name. So why have this designation if he isn't blocked from posting?

Look at user: iOSUser7. He is listed as suspended beneath his name.

I am guessing he got suspended after he posted.

If you see suspended in the title, that means a given member has been temporarily or permanently suspended. The timing of that suspension may be such that they responded to a post, but then incurred the suspension.
