Well, everytime I refer someone, this message shows up:
"AT&T is required to confirm the referee is not on the "opt-out" list. Please advise your referee(s) that their referral e-mail will come to them within a few days."

Ask your referree about the status of the referral...for me, it either says 1. at&t is checking the opt-out status, 2. at&t is waiting for person to register, 3. at&t is verifying status

I am switching from sprint to at&t. Already placed an order for phone and at&t plan online through apple but has not received my order yet. Can I still get the referral?

Yes. Wait until you activate the AT&T service.

In regard to referral emails taking a long time:

Since it can take a while for AT&T to send the referral email, a quicker way is to have the person who is being referred sign up at the refer a friend site and enter the phone number of the person who is referring them in the space that asks if they were referred.
