Yes, if you have WiFi on they should work. All my apps that used locations (Facebook, Maps, Camera, etc.) worked just fine.

I feel very fortunate that Apple.ca (Canada) sells 4S unlocked at full price $649. If you want an factory unlocked phone, find a friend in Canada, or head over to ebay.
