If the build number is the same, then the build is identical to the DP.

Developers usually use the betas on test devices. Its generally acknowledged that the public will use the betas on their daily devices. So, developers are the guinea pigs. If the developers install the build and there is an issue apple will hold the public release. This is why public betas don't start with developer beta 1.
