New Features
  • Tapping the Bluetooth and Wi-Fi buttons in Control Centre now causes the device disconnect from any connected network or device and then temporarily disable networking.
  • Dropbox and "OSX Server" are now accessible from the Files app.
  • New TV Providers (eg. Comcast XFINITY) [placeholders, they do not work at this time]
  • -In Cellular, New "Usage" tab that shows you usage data from your carrier (will also show billing cycle).
  • iCloud Message Sync now includes a counter for items to be backed up.
  • Blurred app switcher background is more transparent.
  • Apps can be removed from the iPad app switcher by swiping up.
  • Low Power Mode and Flashlight toggles are colored when enabled
  • Copying using the contextual copy menu (from the black menu that appears after selecting a word) on the iPad and pasting using Command + V on the Smart Keyboard now works [Source]
  • Wider Notifications and Widgets on large iPads.

  • App launched in landscape mode while orientation lock is active can finally call Notification Center / cover sheet.
  • Some widgets can finally display all contents and not being truncated.
  • Stock weather now shows both sunrise and sunset. It previously said sunrise for both.
  • Dictated text messages or notes no longer auto capitalizes every word in the message
  • Plugging in iPad with apple supplied charger and cable no longer results in Device Not Supported message and/or iPad failing to charge

Bugs

  • Visual voicemail seems unavailable for some people (reboot fixes it)
  • Showtime crashes on attempt to play a video (iPhone7, iPad Pro 10.5)
  • Brightness won’t fully go up on some devices. (iPhone 7)
  • Airplay partially working. Will connect to Airplay speakers and some 3rd party Airplay receiver apps (LonelyScreen Windows), but wont connect to 2nd gen Apple TV or some 3rd party receiver apps (AirPin Pro Android TV)
  • (carry over from Beta 1 & 2) - in iMessages where a space is inserted, sometimes the last line won't display (but is there if you copy/paste)
  • When auto-enhancing a photo, the depth effect photos are not able to be saved following an edit. Saving takes 30-45 seconds and upon that, an error message appears. Beta 2 had a similar issue where changes were not made, but did allow saving.
  • Under iTunes and App Store in settings, option for “use cellular data” cannot be enabled.
  • During voice call, if you enable speaker and disable it, the proximity sensor stops working.
  • Dropbox app is missing the “...” menu and the share menu. Dropbox confirmed they’re looking into the problem.
  • When opening messages on iPad after it has been closed, it always starts with a new message. Cannot confirm the same behavior on iPhone.
  • Graphical glitch when using 4 or 5 finger gesture to access multitasking/control center view on iPad. Graphical glitch does not appear when swiping up from the bottom of the display to access the same screen.
  • Intermittent alerts with notifications when paired with an Apple Watch. Sometimes phone screen lights up when apple watch receives notifications as well, sometimes phone alerts but not sent to watch, sometime neither alert to new notifications. [May be related to watchOS 4 b2, this issue does occur with watchOS 4 b3]
  • “Done” and “Share” button glitch on the screenshot instant edit pop up is hiding behind the top status bar leaving the hit box extremely small.

What does it mean “temporarily“?

I guess we'll find out soon but my guess is that it won't try to reconnect to any network until you tap it again (though will remain active/switched on to aid in things like assisted GPS/Location services)

Heads up: The UI may lock up during update. Don't try to reboot or anything, it will respring after a few minutes and allow you to proceed with the install.

I would have thought it's the same for bluetooth. "Disconnect from everything, don't try reconnecting but remain available for Watch, Continuity Handoff etc.). It's just a guess but I thought that was what they were trying to do in the previous beta.
