I’m having same problem. Over 30 mins at the end of the progress bar. I’ve got iPad Pro 11. How do I force a reboot?

Press Volume Up Button, Volume Down Button and then hold down the Power Button. The Volume Buttons must be pressed short and fast one after the other.

I think they fixed it in beta 1

Yes the wallpaper bug was corrected in beta 1.
