Would anyone be so kind to let me know if long-pressing a link in Safari gives Open in Background as the first option now, instead of the second?

I’m not on the betas just the 13.3.1 general release and open in background is the top/first choice. Occasionally I think it varies by what type of link, I have seen Copy as the first choice. But checking a bunch right now Open.. is always first. Was that changed after 13.3.1? Not that I would mind if I even noticed.

At this point, we approach the GM, this beta is more stable than the previous ones, then they should simultaneously release DEV - PB, there would be no problems.
In theory, each beta is more stable and has fewer bugs than the one before it; however, this is not always the case, and I would provide a few counterpoints from my own experience with the 13.4 beta cycle as examples:
  • Audio not playing in some videos in the TV app, introduced in b2 and fixed in b3
  • Relatively frequent crashes in the Music app, introduced in b4
  • Bluetooth pairing and connection issues with some device types (e.g., a Garmin bike computer), introduced in b4
Public betas have a much wider potential "splash zone" for major bugs than developer betas (free vs paid access), so it makes sense to delay rollouts — even by a few hours — to ensure that they can at least try to identify major new issues before they hit a larger audience.

Seems like this function would be a matter of which do you personally like, vs a bug.
 
Why is it so important to have it as the first option? What am I missing here?

When I want to open a link, I tap it. When I long-press it, I want to open it in background. So, having Open as the first option in 13.4 betas is counter-intuitive (to me). I am hoping it is so for millions more, making Apple revert if this is intentional, which seems to be the case, 5 betas in.

Why does it matter so much

It matters to me since I use that option a lot, and it is counter-intuitive to have Open as first option when you can simply tap the link to open it. Long-pressing indicates more, so Open in Background should be the first option when long-pressed.

In 13.4, Apple seems to be providing another way of opening a link. As always, you can open a link by tapping it straightaway, but if you are feeling more playful or have more time, you can long-press and then tap the first option which is.. Open.

on my ipad air 3 the my files app freezes for some time when i selects files to copy or move
