I’ve not seen this mentioned in any other of the beta threads, so:

Has Apple found a way to stop the “Hotspot trick” of connecting one phone to another’s hotspot to update over cellular?

For me the last few updates stop at Update Requested when on a hotspot, but immediately download as soon as I connect to real WiFi.
 
Maybe they'll bring this back on iOS 13.1. I used for a bit on previous betas and it was nice although clearly needed work.
Yes you are right, Apple is probably saving it for a later release, like they did with messages in iCloud. I think that also goes for automations in Shortcuts. Apple occasionally does this, i.e. introduces a lot of features in the first beta and then hold some good ones back over the year to come.

It used to be occasional...now it’s every single release. Group FaceTime, iMessage in iCloud (which still doesn’t work particularly well, and still doesn’t update Watch), now potentially the AirPods thing (still not clear if it supports Gen 1) and Shortcuts Automations. And I’m sure I’m missing some, not to mention the many hardware misses.
